Letter to DSS, endorsed 'Social Security Fraud'. It was sent to the Head Office at Quarry House - Quarry Hill - Leeds. Like other letters it merited NO ATTENTION, presumably because it was referring to fraud that was / is ORGANISED through the Institutions & Public Servants, and therefore legitimate, immaterial of the provisions under national and EU law. 'THINK THE UNTHINKABLE' was the directive from the Prime Minister, the Rt., Hon. Tony Blair to the Rt. Hon. Frank Field, New Labour's first Minister for Social Services.

Our letter (on the right and the text below) was very clear on the issues and we specifically covered the methods used and the practices indulged into by Local Authority staff and officers. [Haringey, Enfield, Hackney, etc. All busy creating the land of milk honey through thefts and misappropriation]

OPEN LETTER

Dear Sir/Madam

Attached hereto copy of a compilation of facts covering organised fraud through Housing Benefit provisions abused by officials in collaboration with participating rogue letting agencies.

The document was transmitted to the office of the Rt. Honourable Prime Minister before transmitting same to Max Clifford Associates because of the gravity of the situation.

In the last four weeks I have come across more evidence as to the practices indulged into by staff at the Benefits Section in Haringey Council and I submit the following documented evidence: -

Communication dated 19.12.97 from Benefits Agency to Mr T Hadjoudj, evincing ‘the submission of an out of date tenancy agreement’.
Copy of part of the out of the outdated (4/8/94) 6 month tenancy agreement evincing rent set @ £220pw used and relied upon for over 3 years by claimant and council staff.
THE actual agreement, both tenant and HOUSING BENEFIT staff at Haringey Council, OUGHT TO HAVE SUBMITTED to the Benefits Agency evincing agreed rent @ £180pw as of 27 October 1997. The fact is that staff at Haringey Council were using and relying on the initial £220pw agreement for well over three years, and in the meantime the landlord was not even receiving rents from Bell Estates under various pretexts.

In the instance at hand the staff of the Local Authority (Haringey Council) had been remitting £165 per week to the ‘claimant’. BUT, with intent, the very staff adamantly refused to give any information to the Landlord and or his agent. Through defaults the staff of the Council encouraged deception by the tenant/claimant on the landlord in the sum of £20 per week because the tenant was pleading over a long period that only £145pw was remitted to him by the Social Security.

You must admit that the use of the original agreement and not the subsequent, dated 27 October 1997, is highly questionable and was unjustified. Seeking assistance/benefit at higher levels (council and claimant) while remitting a lot less to the provider was and remains the most common practice. Staff of the very council had declared a rent set at £107.50pw for premises for which the rent officer had previously set a higher rent for other occupants. MONTHS later the staff were ‘cornered’ and they disclosed rent set @£120pw. Thereafter remitting £12.50pw to a rogue letting agent LONG AFTER the agent was no longer acting for the landlord AND WITHIN KNOWLEDGE OF THE COUNCIL STAFF THE rogue letting agent WAS DISMISSED AND HAD BEEN THROWN OUT OF A COURT CLAIM BY A COUNTY COURT JUDGE.

The practice of seeking/setting and securing higher rents from Central Government, than what councils are remitting to landlords/property owners is the most common of the offences. The double and triple tier is the cornerstone of creative accountancy and intentionally confusing documentation by council staff and co-operating rogue letting agents. One sum is claimed and set for a claim by the council, another sum is reported and remitted to the tenant/claimant and yet another sum is eventually remitted to the landlords / owners of the let properties. IF the landlords are to receive less, eventually, than Central Government meets for a claim WHY the cuts for others in the process? WHY NOT inform the landlords directly what they are to receive from Central Government for any given property? Millions can be saved by cutting out the ‘self-help’ dishonest kickbacks by the organisers, who use all manner of deceit and devious devices to suppress the facts which others, the police, in charge of investigating such crimes (constructive frauds / deceptions / misappropriation of funds etc.) do not concern themselves with.

In order to bring the message home I submit also two additional copy documents from the Hadjoudj case: -

Copy of authorisation from Mr and Mrs Hadjoudj issued to Diamond Lettings.
Subsequent to securing satisfactory conclusion of the Housing Benefit claim, the claimant allegedly delivered a letter, allegedly received from the landlord, to the council handling funds belonging to others AS SECURED THROUGH USE OF THE TENANCY AGREEMENTS. The Tenancy Agreements clearly evince pre-existing liabilities as contracted. On our part we have referred the council staff and officers to the provisions of the Theft Acts. That letter the staff at Haringey Council used as their excuse for alleged direct payments of all outstanding rents to the tenants. The criminal offence for the introduction and use of that letter was dealt with accordingly by the private landlord who was and remains a victim of deceptions and dishonest handling and misappropriation of the Housing benefit funds; nothing but fraudulent activities leading to blunt corruption.

We do not have to elaborate on the relevant statutory provisions and Sections of the Theft and Counterfeit Acts of Parliament. We do not have to refer you to the Social Security Administration (Fraud) Act 1997. One need be no Einstein or a genius to recognise CORRUPT PRACTICES.

The landlord signed a Section 9 Statement clearly qualifying the fact that the letter allegedly from him to the tenant IS A FORGERY. Anyone, with common sense, can understand why, the forgery was introduced by the council staff who, then failed to refer the Section 9 Statement to the police. The Letting / Managing Agents of the property, the council’s partners in deception and dishonest handling of funds belonging to others, similarly defaulted. They, too, failed to deliver copies of the Section 9 Statement to the police.

The COUNCIL STAFF AND OFFICERS refused to and failed to deliver copies of the alleged letter from the landlord to the tenant, particularly to the alleged author, the private landlord. In the premises because of the blunt deceptions and the fraudulent misrepresentations to the DSS, we are reporting to you the aforementioned Crimes fully intending to exercise our rights in national and international law. As our adopted policy, we shall be EXPOSING AND WE WILL BE DEALING WITH THE RAMPANT FRAUD AND CORRUPTION that the council staff indulge in, as a matter of public/official policy. Public servants, and their partners in deceptions, do so at the expense of ordinary citizens who spent a lifetime of honest hard work through which to secure and create an investment, their residential property. The elderly and the retired are the targeted victims, of the practices. They are the most vulnerable who live in fear of the other area of rampant deception and fraud, the legal circles and system as managed by the operatives, those who are in charge and control of our courts, the court and the legal services.

We look to you for an acknowledgement and response proper. We expect and demand that at the very least you will be referring the issues to Central Government and that we be informed accordingly. You have sufficient information from which to proceed with an official investigation at high level, such as the Public Auditors called in and or in the alternative to inform us that you have referred the issues to the Serious Fraud Office. We need only refer you to the directions of the Prime Minister to the Rt. Hon. Frank Field to "Do the unthinkable" in order to bring down the high level of fraud on the Social security Budget. YOU SHOULD, THEREFORE, ACT ACCORDINGLY if we are not to surmise that the rampant Housing Benefit Fraud is not simply an issue of organised and institutionalised fraud on the public – CORRUPTION on an unprecedented scale as a matter of PUBLIC POLICY, because of ‘the government’s commitments in other areas’

In 1975 the Social Services gurus, at the London Borough of Islington, were challenged for their part in BREAKING UP FAMILIES IN ORDER TO JUSTIFY 'SOCIETY'S NEED OF THEIR SERVICES'. Seventeen years later in part of his work on Secular America FRANK SCHAEFFER wrote of, "The only glaziers in town running around smashing windows..." and more. Access from here an extract from a letter a father wrote to his daughter, asking her to read of the realities 'such as others organising the lives of the citiznes', that Frank Schaeffer wrote of decades later. The fcather got to know of the vile activities when his best friend's family was targeted, back in 1974-76.. In the instance at hand 'the mother of the girl was working with and being used by alleged servants of the public because the father was the targeted serf.

In December 1998 the opportunity to place before the Home Secretary submissions that rested on the arrogant constructive frauds public servants engaged in, with the blessings of the police and judicial chair occupants (*F2). The letter, below, for years ignored by 'victims' (!) of the abused court facilities and alleged servants of the public. We refer to 'victims' (?) who were/are running around alleging that they are challenging the abusers of the courts facilities whereas all they engage in, is arrogant promotion and USE OF THE SYSTEM AS IS. Proof of Posting secured OPEN LETTER Honourable Sir Re: Press release Friday 18 December 1998 We attach hereto copies of letter delivered to:-
1.	The chief Executive at Haringey Council
2.	The MD at Diamond Lettings - managing agents for a property let to a refugee family
3.	Copy of a letter we sent to D Jones, reporter, whose explicit article was published by the Daily Mail.
4.	THREE copies of the FORGERIES referred to in the copies of the communications we attach hereto.
5.	Copy of part of an appeal to a co-operating in the scams County Court evincing a challenge of all in respect of the last tier (qualified below) in respect of the amount (rent) allegedly received by way of Housing Benefit as was remitted (occasionally) to the victim of all parties in the conspiracy to cause damages, the property owner. The challenge is clear "IF the property owner was to receive only the amount the council staff were aware of WHY WAS THE D.S.S not informed to remit only that amount for the property ? IS OFFICIALLY APPROVED FRAUD on the D.S.S budget part of the scams ? We need only add that copy of the serious issue (question-challenge was sent to Quarry House - D.S.S fraud investigation Dpt. Leeds. We did not merit an acknowledgement? WHY ?
You will duly note that in our letter to the MD at Diamond Lettings we refer to various articles that appeared in the Daily Mail (in the meantime we had been bombarding them with evidence as to HOW the refugees are USED by rogue lettings agents AND COUNCIL staff and officers; presumably for personal reasons and or in accordance with corrupt council policies (abuse of the facilities at their disposal) care of Central Government without adequate checks and or TRULY independent supervision. 'Corrupt Britain' trumpeted Paul Johnson, in the Daily Mail on 6^th November 1998. That could well be an understatement IF NO ACTION IS TAKEN NOW in respect of the Housing Benefit Social Security frauds operated by councils such as Haringey if not through policy by their staff, who abuse their public office and positions. The magnitude of the situation commands a S.F.O and or Public Auditor's office investigation URGENTLY.
We submitted to the Rt. Hon. Frank Field our findings in respect of the scams operated freely by council staff *(F1)**. Such at the expense of the private landlords who suffer as stated in the two attached letter copies. An explicit and succinct resume of the methods and the tactics used by all (council staff and letting agents with co-operating tenants as in the present case) was submitted to Max Clifford and Associates for possible use and investigative interest by any decent editor in the United Kingdom. However, as Diogenes stated in ancient Greece when asked why he was walking about the streets of Athens with a lit lantern in broad daylight, "I am Looking for a huMAN (άνθρωπο), implying that all were animals. OUR newspapers are only interested in and report on multiple pregnancies AND the fact that an under age (14 year old girl) WAS IMPREGNATED by a 12 year old boy. Interestingly HER PARENTS (on social security) announced THEY WOULD BE HAPPY to raise their grandchild up, at the expense of the revenue providers, the decent citizens who are being called upon to be more productive and competitive in industry in order to maintain the amoral society all promote relentlessly from within the media. The deceptions and malaise, such as the abused properties let to the refugees ALL USE for their own ultimate goals; (how many and who else behind the scams and frauds on the victims?). Millions fleeced from the D.S.S budget through the tier system we refer to.
Needless to say we have sent evidence of a three tier operating system in respect of claims lodged with Social Security by benefits agencies (such as Haringey Council - a local authority).

A.	One amount is claimed from the D.S.S. (as authorised / approved by the conveniently independent Rent Officers who nevertheless ARE ON THE PAYROLL of the Local Authorities.
B.	Another amount is quoted to the co-operating in the scams letting agents and
C.	Another amount is then quoted to the owner of the property by the Letting agent who is provided with computer printouts to that effect, as and when the need arises.

In the case of the THREE forgeries (attached) ALL evince the very same photographic image of a signature. IT IS FOR YOUR OFFICE and those the Home Office retains, approves and or appoints to hold the esteemed (and questioned of recent) office of INVESTIGATING OFFICERS OF LAW to ORDER and conduct an investigation proper, set in motion in order that the truth may known.

i.	Who introduced the original and only FORGERY in existence for months, in order to justify release of thousands of pounds worth of rents due and payable for and in respect of occupation of the property of our member (a private landlord) to the tenants ?
ii.	Who responsible for introducing another TWO forgeries months later? From within the local authority's confines and delivered all three to the co-operating in the scam letting agents who then sat on the FORGERIES and suppressed them from us and the property owner for months !!!!

Sir, it is one thing to allege being an innocent, incapable and or incompetent person to deal or handle such criminal activities and FAIL at the same time to refer such criminal acts. We need not point out that the use of forgeries in order to secure release of funds which later may be alleged as 'misappropriated by a 'moved on and or disappeared tenant (trained/instructed and USED actor - REFUGEE) are the basis of activities that generate CONSTRUCTIVE FRAUD on the victims.

We trust that your office will:

Acknowledge this letter as a matter of courtesy. As an honourable member of the present government, who kept his promises to the Lawrence family and did not wish for a blanket over the news reports in respect of the mistake of your young son, we know that you WILL ACT as announced in the press in order to cease the free for all many from within latch on and abuse.

Forward the attached documents to the Commissioner of the Metropolitan Police and or the officer now investigating bribes and corruption in high places considering that abuse of County Court facilities is fully documented and none has any defence in the operations of the scam, especially when the encouraged, goaded and instructed actor/tenant refugee IS PROMISED and was looking forward to the additional abuse of the Legal Aid facilities. SIR we can do without such imports; we have to look after own first. The elderly and the sick, those who offered their services and helped create through hard work and commitment. We need no imported scroungers safe the genuinely distressed, not those who are promised milk and honey and RIGHTS at our expense when the rights of the indigenous population and our own citizens are VIOLATED by persons who ought to know of SUCH law as well as their alleged obligations to provide for the poor refugees ABUSED for other ulterior goals and motives.

Sir, we conclude by informing you that we have conceived of a system that could cut down on the Housing Fraud scams using existing law without violating anybody's rights. Such practices as we have uncovered and have come to recognise as ILLEGAL and CRIMINAL ACTS can be minimised and or terminated quickly IF the Government so wishes. That much was related to the Rt. Hon. Frank Field when he was charged by our Prime Minister to think and do the unthinkable. OUR simple scheme and system WILL reduce the Housing Benefit frauds, but only if the Government so wishes and public bodies are instructed to co-operate; it is time for the monopoly that grants public servants opportunities to act outside the LAW and corruptly is dealt with (quietly). The monopoly of the corrupt/corruptible has to cease IF we are to recover as a strong economy and waste (through FRAUD) IS no more (at least reduced from within one well known area. The DO it. Don't worry we can also get you Legal Aid, THE constructive frauds on the Social Security budget.

We draw attention to the fact that we acted the moment the opportunity arose. Note the simple fact that our submissions to the Home Secretary were posted to the Home Secretary on the very day when he spoke of the realities born of the abused facilities for and because of the influx of asylum seekers and refugees to the land of milk and honey, which is the image the media Barons an the Intellectual Prostitutes they retain and maintain 'as part of the long ongoing plans for the sons of men on planet earth'. Through Press Releases we were being informed that the Minister was acting, as charged to do by the Prime Minister on taking office.

We wrote to the Minister and our submissions rested on solid foundations, such as the facts of life within the London Boroughs of Haringey, Enfield and Hackney.
Evidence at hand attached to the false states and promotions by staff and officers from within all three Boroughs.
All was founded on arrogant and blunt criminal activities and our founder, Mr Andrew Yiannides, had personal experience of it all, including most vile and reckless defaults by the police in Haringey, Islington and Waltham Forest.
Because of the Press Releases and reports we did not press for the meeting we requested of the Minister himself, or with senior members of his staff.
Later we were reading in the press that the Minister was caused to resign his post and Ministerial duties.
Years later, we follow up on what we put in place at the right time.
Through our pages we pointed and have been pointing to the billions paid out FOR THE BLUNT ABUSE OF THE COURTS FACILITIES, leading to arrogant transfer of tax revenue to the criminals in control of the legal system and to convert-lovers of 'the organised crime' we cover in the exclusive page linked to from here.

April 1998, the Daily Mail discovered the simple fact that the tax payers in the United Kingdom were / are meeting the cost of organised abuse of facilities. O such matters the editor had been receiving submissions and evidence as of late 1995 / early 1996..... but were of no interest.

The media barons noted to be reporting persons who jumped and jump on the bandwagon, yet public servants who are seen to be party to, or recklessly turn a blind eye to more than the odd situation, attached to 'the very issue of provided accommodation', such as the organised fraud through abuse of the provision as WE POINTED TO PUBLISHED / PUBLISH EVIDENCE merited and merits no attention, simply because the victims are frugal citizens who made their own arrangements for their old age, their children and to supplement their meagre state pension.
Readers and researchers should read the content of the letter, published above. We state and emphasise that among other newspaper editors and reporters operating out of beehives of misinformation with the usual dust-in-your-eyes tax-paying-suckers, the Daily Mail and 'The Times' were at the top of our list in 1997. We refer to the times when we pointed to our challenges as submitted at Edmonton County Court after an abuser of the Courts' facilities (one of a number of cases) had struck out a Counterclaim against Enfield Council, when staff and officers of the Council engaged in a fraudulent claim on targeted private landlords.
Neither editor or any other newspaper bothered to inform the 'ill-educated who are treated as morons 'by the media Barons and the Intellectual Prostitutes they retain and maintain simply to promote false states and 'the planned-for DICTATORSHIPS THROUGH THE COURTS', care of the much promoted and revered Independence of judicial chair occupants from the restraints of all law.

WE acted so after we had secured more than enough evidence about the parts of an alleged victim whose only interests were (i) the rewards under the table FOR KEEPING QUIET about the ORGANISED FRAUD THROUGH ABUSE OF THE COURTS' FACILITIES and (ii) her parts in blunt attempts that were intended to discredit the person she was sent along to mess about with, Mr Andrew Yiannides]. Needless to say in the course of the ongoing investigations and the research warranted after our alleged Law Enforcement Agents indulged in fraudulent court proceedings, did lead to the roots and the foundations upon which such services abound in all allegedly civilised pseudodemocracies and of which the targeted victim had been made aware in the course of 'studying the root of a number of religions, intended and used for control and subjugation of the naive and gullible 'taxpayers' who are treated as 'serfs' of the Middle Ages, BY FRAUDSTERS who follow the teachings by examples stated in the most vile of works ever to have been presented to the sons of men, on planet earth [*Link from here to the root of it all and thereafter access an article in 'The News' in 2006; therein the 'element of breach of trust and activities by persons who act otherwise than as expected of them by 'the serfs they allegedly represent', as the article clearly qualifies & evinces.
